February 1998, when Prof. Jiong-Lang Liu was the president of National Tsing Hua University, he appointed Vice President for Academic Affairs, Prof. Zong-Ping Peng, to coordinate Department of Foreign Languages & Literature to set up Language Center, to promote English education. The same year in November, Prof. Xu Wang was elected the convener of the preparation committee of Language Center setup, by Department of Foreign Language & Literature. The committee members included Prof. Yao-Nan Liang, Prof. Hsien-Chin Liu, Prof. You-Xi Wu and Prof. Johanna Katchen.
After two years of planning, Language Center was officially established in September, 2000. In the beginning, the refresher courses were mainly for government employees and teachers. From 2003, enrollment started to reach out to the public in response to growing demands for foreign language learning. At present, there are six foreign language refresher courses offered by Language Center: English, Japanese, Korean, Spanish, German and French. Different levels of classes, elementary, intermediate and middle-level, are included for all courses, which are offered in three quarters each year, with total enrollment of around 1,600 participants.
At the beginning of 2005, Language Center started to undertake common English language curriculum, mandatory and elective, of whole school, except advanced English courses. It has been responsible for planning and activities of English teaching since then, with the goal of improving effectiveness of English teaching throughout the school. Besides mandatory and elective undergraduate courses, Language Center also takes charge in professional English courses for graduate school students.
August 2015, Language Center was reorganized by Office of Academic Affairs to be affiliated with Tsing Hua College. It is not only in charge of planning, implementing, teaching, advising and relevant English teaching activities of English curriculum with variety, but also providing services of continuing education of foreign languages.
